This guide will give an optional semi-hybrid Necromancer DPS build, as well as highlighting some specific skills of the class. We'll go from the best race for Necromancer as well as skill use and rotation step by step. The first thing to consider for this build is the race, and the most optimal is High Elf. High Elf is the most useful when considering a specific passive in the racial tree called: Spell Recharge.
This is the key factor to the entire build, as soon as you can take this passive do so. Each of these has its own unique approach. To give an example, Grave Lord skills and passives are more tuned to dealing damage whereas Living Death skills are more attuned to healing. Many of the later skills in the build I am presenting will come from Grave Lordbut there will be one specific skill from Bone Tyrant. For level one, you will start out with Death Scythe. This is the other skill that is crucial to the build outside of the High Elf racial skill.
When you evolve Death Scythe, you'll want Ruinous Scythe. The reason for this is every 6 seconds you want to use your scythe attack to regenerate Magicka. You can get Bone Armor for early leveling, but it's not necessary. Flame Skull and Blast Bones will both go the Magicka route when morphing. Flame Skull is your primary Magicka spender.
Blastbones is just a pre-requisite for a skill that will be added later called Boneyard. Blastbones is the fastest way to generate a corpse for Boneyard's damage increase, otherwise, Blastbones is a bit underwhelming.
The last primary skill should be Shocking Siphon. You won't get this for a while, so you can fill the fifth slot with whatever. I recommend tossing Render Flesh in the slot just to level up the Living Death tree. I only recommend this for the third passive in the tree which will make your ultimate recharge faster.
This passive is called Corpse Consumption. Later you will want Undead Confederate as well for more Magicka and Stamina regeneration. As far as the Bone Tyrant tree, the only thing you really need for this build other than Death Scythe is Death Gleaning for Magicka and Stamina regeneration. You can choose to run the Magicka morph of Bone Goliath for a melee version of this build, but it feels less impactful and scales off maximum health.
The weapon I recommend is Destruction Staff. This weapon is mostly for the passive Destruction Expert which you won't get until way later, but you might as well level it up early. As far as your switch weapon at level 15, I've been carrying a Greatsword, but I don't actually use it.The idea behind Harbinger is to use your Undead minions to deal damage but also as a source of corpses for you to exploit.
Many Necromancer skills use corpses as fuel to boost your DPS and create specific effects. The many strong disease and poison damage skills of the Stamina Necromancer can weaken your enemies and help you kill them faster. If you are struggling with Stamina Management you can also use Stormfist for the extra Stamina Recovery.
Deadly Strike and Berserking Warrior Sets are nice alternatives.

We use this skill to fuel Detonating Siphon with corpses. When solo you can replace it with Spirit Guardian for extra defence and heals.
Razor Caltrops : We use this skill mainly for the Major Fracture debuff. Pestilent Colossus : Our other Ultimate. Deals great disease damage and applies Major Vulnerability.

I'm used to doing DPS but would like to be flexible. I mainly focus on PVE. Stamina is not exclusively for tanking. Tanks usually use a mixture of abilities that use magicka and stamina, while primarily using stamina for blocking you can build to use mag to block instead, but it's less effective - SnB passives are way better than the ice staff passives. They spec into health about k as their self heal usually scales off max health.
Stamina DDs use abilities that use stamina and scale of their max stamina and weapon damage. Magicka DDs abilities use magicka and scale off max mag and spell damage. Typically traditional melee stamina DDs are much stronger than their magicka counterparts but have to trade off survivability because you have to be in a bosses face all the time.
With the rise of bow bow meta mainly thanks to spider synergies, vAS HM which was primarily where magicka was preferred over stamina has been completed with full stam. A healer build usually uses mainly mag abilities with notable exception including power of the light on a templar and spider synergy. They build for magicka recovery - k. For race independent of classthat you can switch between different roles, an orc makes a good tank and an excellent stamina DD.
A dunmer makes a good stamina DD and a good magicka DD. A breton makes an excellent healer and a good magicka DD. This is both good for PvP and for Tanking. Since this uses Stamina, and Magicka Builds usually have much lower Stamina pools, you will need all the Stamina you can get.

If you are new to the Necromancer you can of course spam abilities, look awesome and have lots and lots of fun. BUT if you are advanced enough, or understand enough of the class to have very good situational awareness and understanding of their passives and skills, you can become VERY powerful indeed!
To be a good Necromancer you need to know what is going on around you, time your attacks, strategically place skills to benefit you and always keep an eye on those dead bodies. This can be somewhat of a selfish class, and lets face it, a Necromancer SHOULD be since it utilizes sacrificial type abilities for personal gain, BUT at the same time, if used well can be extremely beneficial to any group!
Their power is incredible if wielded correctly. This build overall has high damage as initially stated, but it also has very good survival. The orc passive for healing from weapon abilities is already a nice touch, our Necrotic Potency ability also heals us for consuming corpses as well as gaining ultimate…And utilizing Briarheart actually means that while devastating the enemy with constant damage, you can constantly HEAL when you critically strike.
Instead of being heavy single target, or heavy dot, or heavy direct damage, it actually has a balanced combination of all 3! We have GREAT damage overtime, huge direct damage and a LOT more aoe potential in our class abilities than any other stamina setup utilizing class skills.
One more thing to note for our survival…we have extra health JUST for being a Necromancer in our passives! How awesome! Key bonuses to the setup. Incredible ultimate gain from our Necrotic Potency IF used correctly! At execute range we have a passive which greatly improves our critical chance! If you are lower than maximum champion points do NOT worry! This will work no matter what and of course the more cps you get the more effective it will be, however some hints on what to do at lower cps.
I get questions about cps, cps, 12 cps? Then get 40 points into Thaumaturge to start getting that dot bonus for your skills bonus before then pushing for master at arms and physical weapons expert.
After that push for piercing while evening out your cps until you hit maximum.
